I'm not sure how they would regulate it. I did years of training, and in school have seen many many many girls that should have not passed. Little to no English, poor marks (not even passing grades), no interest in actually learning and dangerous techniques.
There are a few big name schools, I went to one and sadly hate having my name associated with it, they are a huge cash grab and will push through tons of people and certify them. They do teach Ashiatsu (back walking) at some canadian schools, I did my first level of ashiatsu, but finding insurance for it in canada is tough, it's not a modality recognized by some of the popular associations. It's a great massage, but it can be dangerous if you are not properly trained, as with any massage technique.
If the massage therapist belongs to an association like NHPC they are required to upgrade/continuing education at least every two years, good massage therapists will take it upon themselves to continually educate themselves regardless.
