This is an incredibly dumb move, for them, unless they are reconstructing the business in some earth-shaking way (e.g. - that would alter the low opinion of how they run things) such that they are virtually closing for a while.
It oughtn't take more than a few minutes, given modern fast pipelines, to upload a whole new web site; the time during which it is down, that downright loses them business, with no upside.
And there's no real reason for there to be any outage; they can stow new stuff in new directories, leaving old stuff intact, then replace the front page with one that points at the new stuff, and finally clean out the old crap.
They're better off with a somewhat crummy that at least has an address and phone number than to make it look as though they're incapable of keeping a web site up. (Or of finding someone who can do so.)
