Have to correct you there Raven - PLA and The Act doesn't regulate the internet - only print media.
However, S92 does say - for definition of advertising - (d) matter that is not in writing, but which conveys a message because of the form or context in which it appears. It looks grim based on the definition but in the next breath when put together with the definition of publish - it cuts out the net completely. (Publish - an advertisement or statement means publish, or cause to be published, in any way including by newspaper, periodical, notice, sign or circular or through radio or television or by film or video recording.)
They regulate what licensed brothels can put on their website because it's part of the licensing terms but as for sole operator websites and advertising sites - there are currently no restrictions. I have been over it with the PLA - none of it applies to internet - just newspapers, magazines, yellow pages and any other print media.
On a personal thought - It would be very hard to control content on the net even if they passed a Regulatory Act on it. How are they going to issue a warrant on a server owner who hosts your website if it's not in Australia?? They won't cause it would only be QLD State Law not Federal or International Law. A local court won't want to do that. If you had underage WL - you would most likely be prosecuted because child exploitation and pornography is Reviewowned upon Internationally as well as in OZ. Prostitution - not so much.
I would so be up on my soapbox about the interent if there was talk in the Officials ranks about touching the internet!!! Got to have some Revieweedom of information in this biz!!! It would be easy to hide a site and go "underground" on the net - I think maybe they like it out in the open at the moment - so they can gather info and make new laws such as the current amendment - where do you think they got the idea Reviewom???
