Those girls like to keep their cloths on in case a surprise raid from local LE or immigation inspector. I encountered one such raid but the girl (actually she is MAY) recovered her composure very quickly and I simply flip back onto the massage table. There were incidents that the girls were caught naked and the store got lock down. I believe this is the main reason about no being total naked.

Your point is well taken, I do recall a raid by the local sheriff after some politicians wanted to "cleanup the massage business" (perhaps they did not get their cut for the month).
