The bigger worry is what will the US required to all a non-citizen US resident to return to the United States. Mexico doesn't check ID for those entering Mexico through the San Ysidro and Otay point of entry. (So no worries there.) However, I've known of situations where US authorities wouldn't let the person return to the US because their documentation wasn't up to date, etc.

This is the answer from my own experience for what is requirements for
a non citizen to visit TJ. When I was still a permanent resident in USA with
a green card , I just carry that ID. with me to cross the border and when
I got back present that to INS. Of course, I never been asked by the Mexican
authority .Now, I am a USA citizen for almost 30 years , of course,
thing is very simplify , I just have my USA passport with Me .
