Asian massage parlor under investigation busted for zoning violation - Fox 28

The city of Reynoldsburg shut down an Asian massage parlor that officers think was offering up more than massages.

Cai Spa sat next to kid friendly Capital City Comics where employees thought the sudden pop-up business in January looked suspicious. "The people going in there were middle aged to older males going in and out," Capital City Comics employee Wes Botts told ABC 6/FOX 28.

At the same time, the community officer for the area walked into the business to ask questions, which sparked even more suspicion.

"We had a suspicion of human trafficking," Lt. Ron Wright said before his officers found the business advertising on Backpage.com.

Police sent undercover officers to conduct surveillance on the business for two weeks in February They monitored business hours and who frequented the establishment. They say they could not prove prostitution was taking place at that time so they decided to call on the fire, health and zoning departments.

"It just expands out. You don't want something like this," said Lt. Wright. 'It's an eyesore for the community and just a quality of life issue."

Planning administrator Eric Snowden told ABC 6/FOX 28 that the business violated zoning ordinances, since he said no one inside is a licensed massage therapist and he considered the spa an adult-oriented business.

In their bust Wednesday, Snowden warned the owner he needed to close or the city would file for an injunction. Police say the owner had two women working at the parlor at the time and one was in the U.S. from China on an expired visa.

ABC 6/FOX 28 tried to contact the owner by phone Thursday.

A female who spoke little English answered and asked if we were calling about a massage.
