BBS: BJ/FS? What gives?

Have tried several BBS's over the last year or so in various areas around the city, and without fail, all of them have said "no" to my requests for a BJ/FS. Yes, I asked/argued in Chinese, and all of them absolutely refused. What's the deal?

I recall in another thread that there was mention of an area out east (Tongzhou, I think?) where the BBS's offer all of the above. Is it just cos I'm trying ones that are "inside" the city? A couple of them were in areas that aren't necessarily frequented by foreigners, but still, no BJ or FS on offer. WTH?
