The town that you are describing with West Street is actually Yangshuo; it's about 1+ hrs from Guilin.

There is some hotel off zhongshan lu in Guilin that offers spa service. i believe the NE corner of zhongshan lu and nanhuan lu.

In Yangshuo, there are barbershop type places west of the bus station roundabout.

And from from what i saw the 3 days i was there .. and 3 days is plenty... this is interior china 10 hours on a sleeping bus from Shenzhen / Hong Kong area... tourist town..very poor ... one main street through town and then West Street which is basically a walking street set up with shops to sell crap to tourists, which are mostly Chinese and some Europeans ... if you can speak chinese you might do well, but english is very limited here and no girls to speak of that i saw! There for sure are plenty of hustlers there as in most all of china... but as far as scams...maybe the poster is a want to be pimp.... my guess ....
