Cambodia is less expensive in general, especially the girls. Only food is cheaper in LOS, because tourists only eat in tourist places in Cambodia. I've never seen a farang eating in a place where the Cambodians do. I tried it once and they just ignored me. Obviously couldn't understand a word I said and couldn't care less, either.
The bar scene is different. In LOS, it is either beer bars, gogos, or regular bars with no girls. In Cambodia, there are also the brothel type bars, and some ladybars where many of the girls seem happy just making their $2 a day selling drinks, altho there are always ones who will go with you. At one bar, there was a BG who had worked there several months and was still a virgin, and she had a sexy body with huge knockers. Amazingly enough, at many of the ladybars, the girls are eager to sit, play games or shoot pool with you, and possibly go with you to hotel(or not), but don't ask you to buy them ladydrinks. I didn't see any gogo bars there. Both places have regular bars and discos. Lots of girls at the discos. Then there are also bars in Cambodia that are like regular bars, but with a lot of girls hanging out, looking for a "date." A little like Soi 7 beergarten in BKK, but looks more like a regular bar than that.
At any rate, there are loads of girls, and the going rate is $15, which is sometimes negotiable, and can be for ST or LT, depending on what you want and how much you like each other.
Hotel rooms are a little cheaper, IMHO, and generally go for $10 to $30. Cambodian beer is good and cheap, too. Especially the draft beer.
Laws seem very loose. I was sitting in LeCyrcee bar, having a drink with a girl, and watching a Norwegian sitting at the bar. He had a girl's skirt up around her waist and was playing with her pussy and ass, while they joked and laughed. He turns to me, and hands me what I thought was a cigarette that he had rolled himself. It wasn't. It was a joint. I was a little taken aback, and asked if it was OK to do that there. He said in Cambodia, nobody gives a damn, as long as you are not making trouble for anybody, and are spending some money.
