"Complaint to City Hall
... I would file a complaint over an incident such as this one with Amy both at New Age and at Broadway.
... In this case I'm sorry, but Amy so humiliated me as I walked out and I felt so bad afterwards, I have no choice but to file an official complaint against Broadway Bodycare with the License Dept. at Vancouver City Hall.
... I'll be filing the complaint on Monday before I leave for hopefully a better experience in Edmonton Wednesday.
... I will be requesting suspension of Broadway Bodycare's license. I apologize to the girls working there, but I feel some action has to be taken here. This abuse towards clients won't be tolerated anymore."

I could see the City being concerned about unsanitary conditions, illegal workers, dangerous massage practices, unsafe building conditions, unpaid taxes, theft from customers, violence or physical threats, etc.
But is it realistic to think that they would give a rat's derriere about a mild degree of non-profane sarcasm on the part of an employee towards a (non)customer? Rudeness is not illegal. The corrective mechanism here is the workings of the marketplace, not governmental regulation.
Please don't embarrass yourself by filing a frivolous and unrealistic complaint.
If you really want to do that, at least familiarize yourself with the terms and condition of their license to see if they have violated any regulations. I strongly doubt that they have.
