You can certainly rent a car or scooter but the problem is finding some place to park it. There is very little parking because the city obviously wants you to be forced to pay their high cab prices. When I did see parking it was usually outrageously expensive. Given how people drove while I was there I would be afraid to drive in Cancun more so than MTY or the border towns...I don't know what would happen if you wrecked a rental car in Cancun...I suspect you'd leave without a cent in your pocket or a beating or in jail or some combination of all three as the car rental places I saw were all run by shady looking guys. I didn't look a the airport so there may have been like an Avis or Hertz but I wouldn't reccomend renting anything from the guys on the street.
