REDDING, Calif. -
City Attorney, Barry DeWalt, gave a list of legal suggestions at the city council meeting Tuesday night discussing what can be done about illicit massage parlors in the city.
"I believe we have a problem," DeWalt said of human trafficking in Redding.
DeWalt said he grew concerned after he did a google search which revealed dozens of sexual services being offered through massage parlors in Redding. He added these massage parlors can look innocent, but they might be soliciting women against their will for sex.
"The advertising in particular. If it's advertising 'nude massage' it's a very obvious thing," added DeWalt. "Anything that would suggest any sort of sexual act."
DeWalt said a lot of the women forced into this line of work are foreign and are there because of fear and manipulation by their pimps.
DeWalt said it is hard to combat these illicit massage parlors because there is not currently enough funding for the police to monitor them. He suggested an ordinance that requires permits and fees. The fees could pay for the extra staff needed to combat the issue.
