NAPLES, Florida — A 55-year-old woman previously arrested during a crackdown on illicit massage businesses in Collier County has been taken into custody again. Xu Huiping, of Naples, Florida, was found hiding behind a couch at Qiyue Health Inc. during a follow-up inspection over the weekend, according to the Collier County Sheriff's Office.Huiping, the operator of the establishment located at 1042 Pine Ridge Road, was arrested after failing to provide detectives with documents required by state law. At the time of her arrest, she was out on bond for a similar charge from last summer when she was one of 14 people arrested during a multi-agency operation led by the Collier County Sheriff's Office. That operation focused on identifying illicit conduct at area massage businesses and the individuals operating these establishments.Sheriff Rambosk stated, "Our detectives are not going to let up. They are going to continue to follow up and conduct inspections to make sure these establishments are in compliance with Florida law." The inspections are part of efforts to enforce House Bill 197, which regulates massage therapy establishments and aims to combat human trafficking and other illicit activities. The Collier County Sheriff's Office played a key role in drafting and passing the law.Prior to the recent inspection, detectives received information that Huiping had reopened the massage business under a new name and that some customers were receiving sexual favors for an additional tip. When detectives entered the business, Huiping was found hiding and yelling to suspected workers in the back room, some of whom attempted to flee out the back door.During the inspection, detectives requested to see the customer logs, which Huiping provided. The logs contained numerous violations, including incomplete customer names, addresses, and phone numbers. Many records were illegible and failed to include the date and time of service and the name of the therapist who provided the service. Huiping was also unable to provide employment records for the workers on-site.Huiping was arrested for failure to provide the required customer log and employee logs, according to the Collier County Sheriff's Office.
