Confused after massage...?

Recently I got a membership at a Corporate run, very well known massage practice that has literally thousands of locations all across the country. It is a very clean and relaxing environment . My husband and I got a couples massage a week ago and I thought my therapist was amazing. Very good at what he does and very professional. I went back today for another massage. Everything was great , but when he started working on my legs, he started massaging inbetween my upper inside leg area and my pubic bone. No big deal, however, he kept apologizing every time his fingers would get almost ontop of my private area. I didnt make a deal out of it as I didnt want to embarrass him, but really I wasnt sure if I was being paranoid or not. Figuring it was just a mistake, that actually happened a few times, I kinda thought about something else while he continued. He ended up actually touching. After about 10mins of this, I still wasnt sure if he meant to do this or not. I dont know if all massage therapists are trained the same or not, for this corporate run facility. I dont really like reading into things, so I had zero reaction. He kind of stopped abruptly and said our "session" was concluded and to get dressed. He met me in the hall with water and acted perfectly nice to me. So....I am not sure if I got violated or not...thoughts?
