Update: Massage workers were forced to pay off transport to U.S.
A warrant filed in 4th Judicial District Court for the alleged madam of a prostitution ring operating at multiple massage parlors provides additional details about the treatment of workers at locations.
It also details the undercover operation and how the employees attempted to provide additional services to visitors.
Through information gathered from an outside source, the WMPD was informed Asian females were being transported from South Korea, China and Thailand for about $40,000 and forced to work off their debts within one year by working as massage employees.
The warrant, filed for Haiping Sun, age 45, Bert Kouns Industrial Loop, Shreveport, states the employees were released from the contract after one year. In the interim time they were reportedly kept in a residence or made to stay at the massage parlors.
According to the file, customers provided a cash tip for the additional services. However, the workers received no compensation as they worked off the debt. Customers were nude with or without a towel covering for the entire massage.
According to the warrant, detectives learned both China Massage and Spa at 207 Blanchard Street and the Shangri-La Spa at 1408 North Seventh Street were operating in tandem.
Independent witnesses, surveillance and undercover officers determined illegal activities were taking place at the businesses. Both advertised in a sexual manner on online websites commonly associated with sex and prostitution.
Workers at the Shangri-La Spa lived at the business and worked 12 hours each day for seven days a week. The only time employees were observed outside the business, according to the warrant, was when they would shop for groceries.
"The employees are sexually stimulating the customers for money and are being managed and controlled for a money profit," the warrant states. "Through surveillance, only male customers have been seen frequenting this location. This location is being used to maintain a place of prostitution."
Per the report, the China Massage and Spa workers all lived in one small apartment on at 106 Parkwest Drive and also may have lived at the business. They were reportedly transported to work by management.
A confidential source told detectives that Sun was the leader of the operation. When Sun visited town, the warrant states, the employees all acted very submissive, keeping their heads down, not making eye contact and not speaking until spoken to by Sun.
Sun reportedly paid the rent on the Parkwest apartment, purchased online ads for the illegal businesses and is listed as the registered owner of the China Massage and Spa.
The warrant states she is also the owner of multiple massage parlors in the Bossier and Shreveport area as well as in south Louisiana.
When Sun faced charges connected with those massage parlors, the warrant states she migrated to West Monroe.
The Sting Operation
In a January undercover operation, an officer entered one of the massage parlors and paid $60 for a massage. As the worker moved through the massage, the officer's genitals were lightly touched, and he attempted to adjust his position on the table. The employee then temporarily stopped the contact.
As the massage progressed, the worker then aggressively twisted the officer's genitals before making a motion he believed indicated the start of oral sex. He stopped the action and explained he did not want any trouble.
The worker encouraged the undercover officer to "shh" and used a phone translator to decipher his words before starting the massage again.
When the employee attempted to grab the officer's genitals again, the officer dressed and left the business.

Suspects arrested in a prostitution sting at multiple Chinese massage parlors in West Monroe are connected to businesses in other states and arrests in other Louisiana cities.
One of those arrested also was arrested last year in Shreveport in connection with a prostitution ring.
Search warrants were executed at both the West Monroe Shangri-La Spa in the 1400 block of North Seventh Street, the China Massage and Spa on Blanchard Street and at a residence on Tuesday. The arrests followed a multi-month investigation by the WMPD.
During the searches, important documents were located involving many customers and included contact information.
The West Monroe Police Department encourages anyone who was a client of the business or who has any information regarding illegal activity at the locations to contact Detective Ray Spoon at the WMPD.
The News-Star has verified that the woman suspected of running the local operation, Haiping Sun, 45, of 18868 Jefferson Highway B, Baton Rouge, was also arrested in October 2017 in Shreveport during a prostitution round-up.
A Haiping Sun is also the registered agent for a business named Chinese Massage and Spa in Prairieville as of October 2016.
That round-up involved the Magic Hands Asian Massage Parlor on Bert Kouns Industrial Loop and the Shangri-La Massage and Spa at 437 Kings Highway.

Sun faces felony charges of pandering and promoting prostitution.
The 437 Kings Highway address is also the listed home address of Yuanqiao Han, 44, who is accused of pandering and promoting prostitution in connection with the West Monroe arrests.
Han's arrest affidavit alleges that she pays rent and utilities for the Shangri-La spa and that she rotated some of her workers out of state to California.
According to the West Monroe Police Department, the operation also unveiled women being forced to live at the Shangri-La Spa and working past hours of operation for the business.
Workers at the China Massage and Spa were also transported to West Monroe daily by the registered owner of the vehicle and manager of the location, Lijuan Yang, 37, of Parkwest Drive.
Yang was allegedly running day-to-day operations at the China Massage and Spa and was responsible for performing illegal massages as well as setting up illegal massages for other employees to conduct at the location.
The report states several illegal massages were performed during undercover operations, with the suspects touching the genitals of the clients during the massages
Yang is facing charges of promoting prostitution, prostitution by massage and criminal conspiracy.
Two additional employees are also facing charges.
Haiyan Liu, age 45, Parkwest Drive, is accused of prostitution by massage and criminal conspiracy. According to the report, Liu was scheduling appointments and conducting massages at China Massage and Spa
Han Yuan Dong, 42, of North Seventh Street is accused of criminal conspiracy for allegedly scheduling illegal massage appointments at the Shangri La Spa.
According to a statement from the WMPD, the investigation remains active and ongoing. The department anticipates making additional arrests connected to the investigation.
According to the Louisiana Secretary of State's Office business registrations, China Massage and Spa registered its trade name with the state on Oct. 25, 2016.
The applicant for the trade name was Chinese Massage and Spa LLC. A Chinese Massage and Spa located in Prairieville was registered with the Secretary of State's Office on Oct. 21, 2016, by an applicant named Haiping Sun.
