I had a similar experience with the ATM on revo, some time ago, I had actually gone with a Mesero "escort" from Miami and the next thing I know coming out of the ATM enclosure, they frisked the guy, they did not question me nothing. They just asked whehter he was with me. They found some loose change and then took him in the cop car, I asked them to let him go. But even before i returned back to the Miami bar, this mesero was back there, he said the cops dropped him back, heck I missed a free ride 
He said he had to bribe 20$ to the cop, then I gave him the 20$ as he had "escorted" me in the first place ! I dont know what to make of it. But the point is one has to be aware/alert coming out of the ATM areas especially at late night.
Ps: The mesero was Carlos, shaved bald, very good English worked at Miami a year ago, then he disappeared, his girlfried used to Work in Hong Kong. I used the ATM ( in the mart )a while back and noticed when I walked out a cop car on Revo going up the hill- slow. Thought nothing of it...later that night I got stopped and shaken down by ADAM-12. Maybe they put out an APB code 69 GRINGO W/ CA$H !!! But I think TJ-LE cruze the streets and try to flush out- stake out GRINGOs SOLOMENTE. Just like all pussys they like to have the numbers on their side. Atm type shakedowns yield more $$$- and they aint just doin it for fun! Fuk Revo- period, your safer in the Zona- alone !!!
