Captain, If by zona norte you mean like the one in Tijuana? The answer is no. Unlike Tijuana, where most of the action happens on calle Coahuila's zona norte and a few places around avenida Revolucion, Mexicali is a little bit different. Here, the action happens all over the city. There is a so-called "zona" a few blocks from the border around the "chinesca" (chinatown) section in downtown Mexicali.
It's mostly low-end bars with jukeboxes, a couple of strip clubs, and girls that hang around the entrance/lobby of the hotels around the zona. For details on what's available in the zona and other parts of the city, read my posts from early this year. Prostitution in Mexico is NOT legal, but it is tolerated. By this I mean that in any city/town/village, a section is set aside for this purpose. These are called: "zona de tolerancia", boystown, "zumbido", "zona roja" (red light district) etc...
As for the police, unless you bring some unwanted attention to yourself by engaging in excessive drinking, or rowdy behavior, I wouldn't worry too much about them. Of course, there are other places in Mexicali outside the "zona" where prostitution takes place, such as, the table dance strip clubs, bar/hotel places like Bar San Diego and El Establo, massage parlors, newspaper ads for massage and incall/outcall escorts, and some other neighborhood bars. The police is probably aware of this, but things are done in such a low key kind of way that they seldom, if ever, interfere.
