There are reasons to drive to TJ and reasons to leave your car in the US. On-street parking in the downtown and ZN areas is hard to find and not safe to use. So you'd want to use a pay lot. If you are only going to the Downtown and Zona Norte areas it usually makes more sense to park in the US and take cabs in Tijuana. However, if you are going to go to a variety of places, say Plaza Rio for a moive, dinner in Zona Rio, and the Zona Norte for "playtime" having a car can be nice.

Driving habits in TJ are different than those in San Diego. So when you first start driving in TJ I suggest only driving during daylight hours and avoiding the traffic circles. (In time one becomes accustomed to the driving habits in TJ and becomes more comfortable driving around Tijuana.) When driving in TJ I often return to the US using the Otay crossing. The line at Oray is usually shorter.
