Eyeliner tips for a newbie?

I know how to put on eyeliner but I do not know which is first,
Eyeliner then eye shadow?
or
Eye shadow then eyeliner?

i do eyeshadow then eyeliner, cos the eyeshadow can got on the eyeliner

usually, i go eyeshadow then eyeliner. but it really depends where you're putting it.

if you're only putting eyeliner on your waterline, it doesn't really matter which comes first. if you're putting it on your lid, it's usually best to put the eyeshadow on first, then the eyeliner and then smudge them together so the lines aren't so harsh.

I always do the eyeliner first, then put some eyeshadow. That way you can see how the eyeliner looks WITH the eyeshadow. Whatever works for you. ;D

If you mean liquid eyeliner that goes on the top lid then i'd recommend doing the eyeliner first, a good tip for liquid eyeliner is if you have some cotton buds and water handy it's really good for clearing up any accidental smudges or mistakes.

Then just apply eyeshadow over the top but not over the eyeliner, if any gets on the eyeliner just go over it again carefully as you'll already have a guide.

i put on eyeshadow first eyeliner second. you can even put only one or the other. they can get messy so eyeliner second.

I like to do the eyeliner after the eyeshadow, but it is up to you. If you to eyeliner first, sometimes the shadow can discolor the eyeliner to the color of the shadow.

Well, for a newbie, I would suggest using a creamy eyeliner like Urban Decay's 24/7 liners. The harder Kohl liners can be trickier because they can tug at the eyelid.
