Con Vuong, 43, of Troy, owns the Oriental Spa, 33409 Grand River Ave. in downtown Farmington, according to a statement from the Farmington Public Safety Department.
Police say the woman said she scheduled a massage at the spa on Thursday, May 11. She told police she was escorted to a massage room by Vuong where he instructed her to remove her clothing and lie on her stomach under a sheet on the massage table. Shortly after the massage began, she said Vuong instructed her to turn over and lie on her back. She said Vuong moved the sheet exposing her bare breasts. She said he then began to touch her breasts and genitals. He also allegedly grabbed her hand and placed it over his genital area. The woman then left the massage room in hysterics.
Police say Vuong is not a licensed massage therapist and is a registered sex offender following a conviction for sexual assault in 2004.
“It’s clear his intent was to take advantage of this victim for sexual gratification. Because of the brazenness of his actions, it is likely that he has assaulted other women at his business in the past. We’re hoping that anyone who may have had a similar experience with Mr. Vuong at Oriental Spa will come forward.” said Frank Demers, director of the Farmington Public Safety Department.

“While the city of Farmington has an ordinance to regulate businesses offering massage therapy, people should take time to research the business to ensure that massage therapists are licensed,” he said.
Each count against Vuong is a misdemeanor that carries a maximum penalty of two years in jail. Vuong was arraigned Friday by 47th District Judge Marla Parker, who ordered a $150,000 bond, 10 percent, and that Vuong be monitored by tether.
His next court date is May 26.
