It wasn't mentioned whether you're in a house, apartment or condo. Really doesn't matter though, the by-laws apply equally.
The basic gist is that no one is permitted (without a permit) to have any type of noise be transmitted outside their property lines (in an apartment that is the interior of the demising walls). This applies to cooking odors as well.
Now it gets a little grey as there are designated times when noise
is permitted. This is to allow people to do things like mow their law, work on their deck, renovate etc. THE quiet time is typically 11 pm where NO noise of any sort is allowed. The start time varies depending on the day of the week though.
This is one of the biggest problems with living in an urban setting which is one of the top 3 reasons I got the fuck outta toronto. I got tired of music at 3 am, barking dogs, crackheads arguing in the alley, construction, light infiltration (an office opened across the way from me and NEVER turned their lights off....at 2 am it was like daylight in my place).
Call a third time. The rule is they get two warnings, then a ticket/fine then are demanded to appear before a judge/justice to explain why they can't stfu.

Keep calling the cops, sooner or later the cops will get tired of going and take it to the next level.
I know you'd be tempted to fight fire with fire but I had noisy neighbours above me in an apartment and even though I called the cops repeatedly (and rarely showed) I cranked up my tunes and THEN the cops showed up when THEY called on ME. The thing was, the neighbours above worked evenings and came home at 2 am and started WWF wrestling. When I was moving out I woke them up at 8 am and they were leaning out the window yelling at me to STFU. OH man, I said to them "you want to come down here and say that to my face? If you don't close your fucking window, I'll come up there and shut you up.....YOU'RE the reason I'm moving out, and I was here for 10 yrs before YOU assholes moved in" Then one of the guys helping me yelled up to him "he's serious, he WILL break your door down so I suggest you go back into your unit NOW"....
I"m in a noisy business. When I'm working on someone's place I do NOT work before 9 am or after 5. NEVER. I've had customers complain that I stop early and start late but I said "neither you or I want to get noise complaints so this is how it is....".
I just remembered another thing. I lived in an older building and each unit had their own hydro meter in the laundry room. It was all set behind a lattice gate/wall. I remember one time I rod a rod, bent the end into a hook, and pulled the main on them.....oh that didn't go over well, but at least it was quiet for a while lol.....
