Getting a new unit introduced into the british army?

I was wondering whether it is possible and with whom you might take it up with whether you can get permission for a new unit to be set up within the british army.
Having seen the success of the USAF para-rescue teams i think such a unit would be a good idea.
Is there a committee or board that must approve this and if so which?
I am aware of the Uk air sea rescue however I am talking about an elite unit that can be inserted into hot areas anywhere in the world and be self supporting, there is a definite difference between the roles of Uk air sea rescue and that of the american para-rescue.
I also appreciate the cuts that are taking place, this question was more out of interest that literal happening.
