What I know is health regulators come in a couple of times each week , two or three at a time. I know this because they park in the commercial loading zone 10' from us , they mingle with the working girls but it does appear to be selective as to their choice in who they approach and they appear to be having too much fun. But everyone should love their job

When I see that actual " interview " close as it may be , it appears to me to be more like the happiness of a reunion as compared to an Authority doing his job ; go figure this is Mexico ; where are the policia

The noise factor(s) present at the alley are relentless and it is impossible for anyone to hear a conversation that might be 10' away. My post was about their body language not what was said but your question is well received and understood.

As to checking the chicas they do that regularly each week , might be simply to get laid , as they do not check all .

I say that with added insight ;
The health center that issues the Certificates in Tijuana is a 3 story building located at the N/W corner of Coahilia & Revolution. Had the misery of spending time and money to salvage a place there in Nov 2008 and I was looking for customers that may be coming or going from this regulatory Authority. Very , very, very few did I see entering that place to be tested...

Could you be more specific? Are you saying that you don't believe the regulators are there to check up on their health cards? They could be researchers trying to keep track of the comings and goings of the chicas -- Where are they from? -- How long have they been in TJ? -- How often do they return home? Possibly looking for ways to try to prevent other chicas from inner Mexico from traveling to the northern border states.

From your description, though, it does sound as if they are checking on the chicas to see if they have their health cards.

If this question has ever crossed your mind , I offer ;

For the past few months " regulators " will drive up , park and address the ladies ( SG ) one on one . Happens about 2x's a week. They have the appearance of being there to do a job ( note pad in hand ) so one should assume that to be accurate.

However , I am not sold on that
