Help understanding Navy leave chit?

Okay so I filled a leave chit from Dec.17 through Dec.28. I'm granted leave at 0800 at the 17th of Dec and should report back by 1600 on the 28th. I requested 12 days of leave. Somehow I have difficulties understanding how this is 12 days since the 17th is my traveling day. To me it looks more like 11 days. Shouldn't I be granted leave on Dec 16 after working hours which is 1600?

The day is charged as leave if you're anywhere before or after your normal working hours. That's why there's a place on there where you fill in what your normal hours are.

Example: My working hours are 0700-1500

If I ask to start my leave anywhere between those hours(doesn't matter if I sign out at 0701 or 1459) it's charged as a day of leave.

If I sign back in from leave anywhere between those working hours)again, doesn't matter if I sign in at 0701 or 1459) the entire day is charged as leave.

Are you in the process of transferring? Or is this just regular leave? If it's just regular leave, you're not authorized any travel days. Any day that you're gone is charged as leave.

I was a DK/PS so I processed a lot of leave chits, so I'd normally give people a half hour grace period so the whole day wasn't charged as leave, but most commands will go by the book and charge you the whole day as leave if you sign in at 0705 when your workday started at 0700.
