How to build up clientele for a self employed massage therapist?

I work with 2 girls who are sisters and just got out of school and are rmt. They are working for themselves and are paying rent for their room. Its been about 7 months. They have a few clients of as right now. I talked to them about making a coupon or some kind of discount to get people in but they said as rmt they are not allowed to give coupons or discounts. I also suggested they accept walk ins but they said rmt don't accept walk ins and don't sit at work waiting for clients. That they only come in when they have a client and that's the way it works. Im an acupuncturist and have a decent amount of client traffic and have been in the business just over 2 years. Im always at the clinic everyday 9:30am to 5:00pm and Saturdays appointment only. However the girls are never at the clinic. They come in just in time for a client and then leave right after. Sometimes the client is there before them. We have done a few out reaches and plan to do more. Do you have any suggestions that could help these girls? I know its hard but I would like to see these girls get busy and successful with their business. According to them this is how all rmt work
They have been complaining the last month or so that they don't have enough clients and that being at the clinic there is just not working out.
