How to introduce a small aggressive dog to a bigger puppy?

A 1 year old Chihuahua mixed with Boston Terrier who is aggressive who already lives at the home, introduced to an 8 month old German Shepard puppy. I already tried to introduce both of them together and the puppy attacked the Chihuahua. I put the puppy in a crate outside so my Chihuahua could make business. Every time the Chihuahua looks at the puppy and growls. All the puppy wants to do is play.
