How to introduce myself to my neighbor?

So I've been living in the same house for about 5 years, but the first time I saw my neighbor's son was a couple weeks ago, then I saw him twice two days ago and we kinda looked at eachotherishh.. I think he's really cute but I don't know how to exactly talk to him. We don't have any friends in common, I don't even know his name, and a lot of the time he's not home, or at least he's not outside.

Oh yeah and one more problem, my family is kind of suing his family... We have this patch of land behind our houses and the property lie is split halfway down the middle of the land. Well his mom thought it was all hers and she fenced us off. So my parents told her either she buys the whole plot or she takes down the fence or we sue her. So yeah... and we're kind of winning :/

I kinda think it could still b a little romantic... like romeo and julietish DDDD lolololol
