How to start off on drawing manga/anime for a newbie.?

I know this has been asked like a million bajillion times but i wanted more specifics.
I have liked anime/manga for almost forever but cant really draw it. I have been pretending like i can for a long time now but all i can do is basic straight on drawings that are barely considered manga and i cant even draw hands...

I need advice on what websites to go to and etc. I know i need to learn basic anatomy so a simple yet thorough site would be GREATLY appreciated. Any other advice and or sites would be appreciated also.
