i accidentally blocked my mate from the chat thingy..how do i unblock him?

i already looked in the help section but i couldnt find the blocked chat IDs thing..:

•2. Click Spam on the left side of the page. Look for the “Blocked Chat IDs†category on this page.
•3. Click in the circle beside “Block chats only from those I choose to blockâ€Â.
•4. From the list of blocked contacts that appears, select the contact you want to un-block and click Remove.

does this mean that i havent blocked him or what??
