...the pedicure kept massaging my leg? which would not have been so bad, but she kept looking at me! That was awkward! I continued to fiddle with my phone, but I think these people should be taught that looking at the customer may make them uncomfortable and to not do that!

Its normal! they massage to loosen up muscles and to relax you. she probably looked at you to see if you were relaxed, enjoying it, or wanted her to stop. she also might have been looking at you to see if she was putting enough or too much pressure into the massaging.

She was probably making sure that you were okay.
I mean, it's their job to make sure the customer is comfortable, and she was looking at you to check to see if you were.

Perhaps your disgust for the massage was showing up on your face.

If you are uncomfortable with the massage, then ask her politely to stop next time, or tell her in advance that you don't want the massage.

And I'm pretty sure the lady isn't gay. You should be happy that the pedicure came with a massage service, in which a lot of Asian places do.
In Asian culture massages are normal things.
