While regulations vary the real key is your comfort level - don't do things that make you feel uncomfortable or unprofessional.
Frankly I have no issue with un-draped massage with a regular client who I know - I would be considerably less inclined with a brand new client.

It depends on where you live. The laws of every state are different, and sometimes even by city. Most states do require the breasts, genitals and buttocks to be draped. Other states allow clients to be naked, but most require a written consent form to be kept in the client's records.
If your state allows it but you're uncomfortable, don't do it!
