I'm a newbie with hair, and I want to get highlights for the first time?

Okay, so I've never bleached/dyed/gotten highlights or done anything to my hair except style it myself. I have brown hair, and I want to get purple highlights, possibly electric blue. Not sure yet. So I have some questions:
1- Will I look like a wanna-be? Most people get highlights and want them to look natural but I don't think purple/blue streaks is "natural", which means I obvoiusly dyed it. Does this make me look like a wanna-be? In my school, kids make fun of girls with salon-done blonde streaks.
2- Should I go with purple or blue?
3- How much money should it cost (about)? And how long will it take?
4- How long until it fades?
