Introducing rats help!~?

I have two male rats one 6 month old and the other a year. I have been trying to get them to get along but am having some trouble. I was told that they will do some stuff like stand and stare which is good and they will fight it out. But for some reason they won't do that. The younger one which is my new rat will stand and stare but the older one won't. He will walk away or just look down or not even look at him and just turn his head. Is this good or bad? Sometimes he will puff up his fur and push the younger one with his butt and chase him around and the younger one doesn't like it cause he squeaks a lot. I really want the two to get along. Cause I don't want them living alone. D:

Split up half of the cage with a piece of cardboard. Wait a week to remove it and let them start living together. They will get use to each others smells and will start sleeping next to the cardboard. Hope i helped!
