Ok - the truth is that if you charge without being licensed even accepting tips - you will be in violation of the state practice act in every state except CA and there the laws are local or regional so you may or may not be in violation.. The state practice act is the group of regulation that control medical and in some states cosmetic practices. It maters not that you tell them up front that you are not licensed it si still illegal. Only free massages between friends is completely legal between friends although I suppose you could technically charge for being friends and give massages for free
