Wow, that is really expensive.
From where I am now, room is only 300RMB, girl tip is 100RMB max.
I am in Jiashan, one hour drive from shanghai.

Went to a very fancy KTV, with over 100 rooms and 300 girls, room was 980 RMB which included 20 beers and some snacks, girls tip 300RMB each, Mamasan tip 100 RMB, they bourght in a lineup of 7 girls and all could speak english and all were 7-8's, ST was 1400 (very high price). found out later that the girl has to give mamasan 200 of the 1400 at this KTV. Shanghai prices just keep going up.

For high quality girls you have to go to glitzy KTV's. High quality does not mean you will get supermodels. They are quite expensive.
Many KTV's are geared towards foreigners, mainly Japanese who like to sing all the time for some reason. They do speak english although not fluent. But you will have no problem negotiating or picking the girl. Generally younger girls do speak some english.
Be careful that these places are notorious for padding your bill. Also watch out for how many girls are sitting with you. If you do not tell them to go you will end up paying companion fee to each one of them.
Here are some common guidelines.
1. Ask the hotel reception which is the best KTV.
2. When you go there you will be shown into a room with a mamasan. Get friendly with the mamasan.
3. Drinks and food will come unannounced which you have no control over.
3. You will be shown many line ups from which you select a girl. If you are not happy with any of them leave and find another KTV.
4. If you do select a girl she will ask you what you want to do eg. sing,dance etc.
5. If you are there to just take a girl tell mamasan that is what you want to do and she will negotiate with you and the girl.
6. If you sit there a long time many other girls will come in and partake in the party with drinks and food. If you do not tell mamasan you don't want them,you have to pay them at the end.
KTV's are known for good looking young girls because there is no pressure on them to accompany anybody. They are essentially hostesses and they get paid for that. Even the mamasan cannot force them to go with you if they do not want unlike regular brothels. Having said that I would say atleast 50% go.

It does not matter what country you are in . There is a price for locals and there is a price for non-locals. This includes the items you buy in shops as well as girls. There is no way you can avoid this unless you have a local contact who is there with you to negotiate. Even then in my experience the local contacts do not really argue for the best price because they also think you have money to burn.
Having said that best way is to hold on to your price and do not let alcohol or other factors affect your decision and hope she will take it. If she does not look for some others who will. Bear in mind you cannot win because whatever you pay will be more than what locals pay.

There are three kinds of KTV girls,
1.Girls who sit with you,sing with you,drink with you,eat with you, fill up your glass[very often to push the drinks] will not go with you but will allow you to touch ,light kiss. For all this you pay from 100 rmb to 200 rmb depending on the quality of KTV.
2. Girls who do all the above and will give their phone number discreetely so that you can later call them. They will come to your room after they finish their shift. Fee apart from the 100 or 200 RMB you have to give her at the KTV is how you negotiate with the girl directly.
3.. Girls who do all the above and also go with you for ST or LT. Fee is generally fixed with the mamasan.

A little cheaper in Wuxi, but all the advice applies. Not sure as many of the girls will go with you, at least with me, but very young and beautiful girls will definitely be available. Just shop around.
