The Redding City Council tonight passed an ordinance that cracks down on illicit massage parlors and sex trafficking.
Under the rules, property owners would be held responsible for massage parlor operations.
No one could be present at a massage parlor after 11 p.m., which includes no bookkeeping after hours. The building would have to be dark at 11 p.m.
The regulations cover massage parlors whose employees are not certified by the California Massage Therapy Council. The rules establish standards for background checks, fingerprinting, a dress code and regular business hours.

The Redding City Council tonight acts on an ordinance designed to crack down on illicit massage parlors.
The council also is poised to authorize staff to apply for a $20 million grant to make the K2 Development project happen at the former Dickers building in the downtown. Members will also talk about putting checks in place if a half-cent sales tax passes in November.
The meeting starts at 6 p.m. at Redding City Hall, 777 Cypress Ave.
