Lower Valley massage parlor closed down for illegal activity

EL PASO, Texas (KFOX14/CBS4) —
A Lower Valley massage parlor was closed down by the El Paso County Attorney’s Office for alleged illegal activity happening for many years.

The El Paso County Attorney’s Office obtained a restraining order against the VIP Spa and Massage Parlor located at 1155 N. Zaragoza Road, Suite B106.

The case was started after several complaints were received from El Paso County Commissioner Carlos Leon, businesses and citizens.

The county attorney found the massage parlor was operating without a license, employing therapists without a license, had people living on the premises, had massage therapists who would dress in a sexually provocative manner and had complaints of inappropriate touching during massages.

According to court documents, the owner of the VIP Massage Parlor is Jinying Wu.

The El Paso County Attorney’s Office said a man went to the massage parlor and, during the massage, the masseuse “accidentally” bumped into his genitals. The masseuse allegedly had the man turn over from his stomach to his back, removed the towel covering the man’s genitals and touched him.

The man allegedly told the woman "no" and pointed to his wedding ring. The woman then shook her head and said “yes” and continued the regular massage, according to the County Attorney’s Office.

A neighboring hair salon told authorities that women trying to get a massage are always turned away.

A woman who entered the massage parlor was greeted by an employee dressed in lingerie, according to court records.

Court records also indicated that VIP has advertised on websites that offer erotic services.

The massage parlor was closed on Friday and will remain closed until Nov. 28 while the investigation goes on.
