Makeup Newbie has tons of questions?

So I'm an adult but I've never really worn makeup. Over the last year I've found that I really like eyeliner and mascara. The problem is there is so many different ones to choose from and I frequently get a kind that just doesn't work for me. So here is what I'm looking for can anyone tell me a good brand/type?

I want it to be very very black. I want it to go on easily. I want it to STAY on and not smear since I rub my eyes frequently and they can be watery sometimes. I put it on the inside of my eyes not above the eyelashes like some people do so it's in a pretty watery area to start with.

I also need a good kind of mascara. Again black. I don't want it to make my eyelashes gunky though. I want it to go on kind of light because I have amazing eyelashes to start with I just like the extra black I get from it.

I'm also considering some kind of foundation. Something that doesn't feel sticky. Something that is light. That doesn't make your face smell.

Any ideas girls ... or guys I suppose? Cost is irrelevant I don't care how much it costs as long as it is good.
The Urban Decay sounds great! Anyone know what stores sell them or do I need to order online?
