The Rochester City Council suspended the massage therapy license for Harmony Asian Massage, 915 N. Broadway, on Monday after the business was found to have an unlicensed massage therapist.
The unlicensed employee, Yuxiu Zhang, was arrested on Oct. 9 following a Rochester Police Department undercover operation, which led to her arrest. According to a report to the council, Zhang allegedly provided sexual acts during massages.
City Clerk Anissa Hollingshead said Zhang had applied for a license prior to her arrest, but the license had not yet been approved.
Harmony Asian Massage's license was suspended for the rest of the year, and the council rejected Zhang's application for a license.
In other business, the council:
• Denied a massage therapy business license for Lan's Spa, 308 Elton Hills Drive NW, based on incorrect information on the application. The owner is eligible to reapply with corrected information.
