PANAMA CITY, Fla. (WJHG/WECP) - Several local massage parlor owners and managers were arrested in Bay County for failing to maintain records and regulations required by state law, Bay County Sheriff’s Office says.
New laws took effect in July of 2024 that were passed to fight human trafficking and prostitution and for the health and safety of patrons. These laws pertain to records and retention periods of records that massage parlors have to keep.
BCSO says that target businesses had received complaints about sexual activity taking place in the businesses, with some even advertising on websites commonly linked to prostitution and human trafficking.
On February 5, agencies such as the Criminal Investigations Division, along with investigators from the Florida Department of Health, conducted inspections at nine local parlors. The parlors were found to have violations that led to criminal charges.
In addition to the criminal charges, non-criminal violations of administrative rules pertaining to massage businesses were also discovered by investigators from the Department of Health
This will be investigated separately from the charges made in the previous cases.
BCSO lists the following as those arrested during the operation:
Shuihong Wang, age 56, owner of Spring Spa on Winona Dr., was charged with five counts of Failure to Maintain Records Required of a Massage Parlor.
Ping Wang, age 36, manager of PC Oriental Beach Massage at 2615 W. 23rd St., was charged with five counts of Failure to Maintain Records Required of a Massage Parlor.
Michael McDaniel, age 69, owner of Beach Day Spa at 11818 Front Beach Rd., was charged with two counts of Failure to Maintain Records Required of a Massage Parlor and Operation of a Massage Parlor Outside of Designated Hours.
Xiaoyan Zhang, age 48, owner of Beach Blossom Massage, at 7510 Thomas Dr., was charged with Failure to Maintain Records Required of a Massage Parlor.
Jason Xia, age 76, owner of Golden Touch Massage at 2429 Thomas Dr., was charged with Failure to Maintain Records Required of a Massage Parlor and Use of a Massage Parlor As A Principle Domicile.
Zhongqin Jin, age 62, manager of Popular Massage, was charged with two counts of Failure to Maintain Records Required of a Massage Parlor, as well as Use of a Massage Parlor as a Principle Domicile.
Lamthian Lakleam, age 50, owner of Thai Therapeutic Massage at 3607 W. 23rd St., was charged with Failure to Maintain Records Required of a Massage Parlor.
