Massage re-certification question

Hi everyone, this is my first time posting here.

My mother is a massage therapist in Florida. She recently went to Costa Rica "for massage re-certification". Sh'es been there for about a week an a half now. I have my reasons to doubt this story to begin with, but I thought I'd check with people who know the legality of massage certification. Is this plausible? I know massage certification is specific by state, and I just can't imagine this is legit.

Is she just on vacation, or is there a possibility she's telling the truth?
