MILL CREEK — An employee at a Mill Creek massage parlor has been charged with inappropriately touching several clients last summer.

Last August, four women between the ages of 28 and 37 reported that Qingli Ma touched them in a sexual manner at Jin Jin Foot Massage. In each case, he took them into a back room and ordered them to take off all of their clothes for a 60-minute full body massage.

The massages started normally, but eventually turned into sexual assault, prosecutors alleged in court papers.

Ma, 58, of Everett, was charged July 31 in Snohomish County Superior Court with two counts of indecent liberties. His arraignment is scheduled for Aug. 14.


“The majority of them were so taken back and shocked they didn’t really know how to respond,” Mill Creek Detective Tara Marks said Tuesday.

Judging from the way Ma allegedly interacted with the women, Marks said Tuesday that more people may be victims. She’s asking people with additional information to contact the police.

“It’s apparent that he took advantage of his position,” Marks said.

Ma allegedly would put on an act and pretend not to know English, confusing his clients and possibly causing the inappropriate touching to continue longer, Marks said.

The defendant also claimed not to speak English when he was arrested in September, according to a police report filed at the time.

Jin Jin Foot Massage appears to no longer be in business, according to business records filed with the state. A new massage parlor, under different ownership, has taken its place.
