Porterville City Council adopted a new ordinance Tuesday that implements more-stringent rules and regulations for new massage businesses.
The ordinance follows recent arrests for alleged prostitution at four massage parlors. Two of the businesses had their business licences revoked during previous council meetings, after it was discovered that the contracted employees that were arrested did not have proper certification to be providing massage therapy.
