Uplands Park, Mo (KTVI-FOX2now.com) —
A police officer who admitted luring call girls and raping them got the maximum sentence today. Fox 2 Investigator Chris Hayes talked exclusively to one of the victims. It was a high priced call girl who took down the crooked cop. She's almost ready to give her name, but she asked for a slight shadow for a bit of privacy.
In 2009, she told the FBI how Leon Pullen called her and another girl, to an abandoned home in Uplands Park, then raped them and stole their money.
She said, "I felt like if I left the city without finding his name and whether he was actually a police officer that I would be doing myself an injustice and anyone else who he would decide to have his way with."
She said Pullen's partner stood guard during the rapes.
She told me, "I asked his partner, 'Why are you doing this and why can't you put a stop to this?' And he said he wasn't in charge, that Leon Pullen was the one that was in charge."
The former partner is an unlicensed officer, Justin Biancardi. When the Feds implicated him, Fox 2 found he'd hopped to neighboring Beverly Hills police. He stepped down after we confronted him. Biancardi's now pleaded guilty to a charge of "conspiracy against rights."
I talked to current Uplands Park Police Chief Harlan Smith, who was not with Uplands Park at the time of the rapes. He wanted to talk on camera, but said he could not because of a Federal lawsuit filed against the Village, filed by three call girls. But Smith did say "Justice was served" and he agrees police departments need to clean up, possibly by consolidating resources.
The call girl told us she didn't realize she was in a small municipality. She told me she thought she was in St. Louis City, until a St. Louis City Police Internal Affairs Officer told her she needed to call the Feds.
She added, "I didn't know where I was. They had several places that it could have been."
She said FBI Agents drove her around several small municipalities before finding she was raped in Uplands Park.
She added, "They made a great bust and I'm very happy that they busted this guy."
The Judge gave officer Pullen the maximum 25 years after saying that the officer has "destroyed respect for law enforcement" and "ripped apart the fabric citizens count on."
Pullen is still, technically, a police officer, because he currently holds a valid police license with the State of Missouri.
