few guilty? The Child Protection Register means everyone involved with children has to register and get a certificate.

It would be much simpler (and cheaper) to have a register of people who CAN'T work with children and just check people against that.

It has taken me a while to realise, but this is New Labour's consistent policy!

A few failing schools - bring in vast numbers of check lists, targets, red tape and bureaucracy for EVERY school.
A few failing hospitals - same solution
Some bad Social Services departments - same solution
And so on.

Why not simply concentrate effort and all that money on fixing the real problem areas instead of making everyone's life more difficult?

Too simple, I suppose.
(And of course, heaven forbid - it might take fewer civil servants)

I think you answered your own question.

When you have stupid and corrupt Government and Mps taking advice from the Civil Servants (the biggest "interested party" with a hidden agenda to make their arena and sphere of interest more and more powerful) you are bound to get to the situation where the normal man and woman in the street are taken for a ride both in terms of taxation and red-tape.
