Civil charges against the owner of the Tannersville-based massage parlor American Dolls assert that at least six employees provided sexual acts for customers during massage therapy sessions.
A Pennsylvania Department of State affidavit presented before the State Board of Massage Therapy states that the employees - all of whom never held an authorization through the massage therapy board to practice the profession - provided four different services at set prices that varied in nudity and sexual acts.
The employees - along with owner Dawn L. Curtis of Lake Hopatcong, N.J. - were criminally charged last year following a year-plus undercover investigation by Pocono Township Police. Employees who agreed to testify against the owner were charged with disorderly conduct, while Curtis pleaded guilty to owning a house of prostitution, according to police.
In May, the Department of State also charged Curtis a civil fine of $7,500 for practicing without a massage therapy license and knowingly using the services of unlicensed personnel at American Dolls.
Curtis was ordered to cease and desist her work as a massage therapist in Pennsylvania and close the American Dolls facility. She has also been required by the department to close Everlasting Spa in East Stroudsburg, permanently disconnecting the phone numbers for both businesses and removing their name from all advertisement and signage within 60 days.
The department also required Curtis to never apply for a license to practice massage therapy in the state again and to refrain from any other permit-required activity or profession until she is approved to do so. A supplemental $250 fee for investigation costs was also charged to Curtis.
