I want to go on facebook but appear offline on chat. I have worked out how to go offline, but I think people can still see me on chat (just they can't talk to me). For example my name and picture still appears, but they cannot talk to me on chat. Is this right and is this what is actually happening?
It says "You are unavailable to chat. Let friends see you as available?"

I think my friends can still see that I am on facebook and they can see i am on chat, but they just cannot talk to me on chat. I want to make it so that they cannot see me on chat at all.
 
as Facebook has changed it's interface, the chat also has changed, now you can see all your friends in chat even they are online or not, but you can only chat with those who are online, those who are online they have a green small circle by their names and those who are not online doesn't have that icon.
so it's normal, you are not exposed, it's just a new interface of chat.
