Random inspection at Torrington massage parlor leads to prostitution charges

TORRINGTON — Two people face prostitution charges after police noticed suspicious activity during a random inspection at a city massage parlor.


Robert Phillips, 70, of Longmeadow Hill Road in Brookfield, was charged with patronizing a prostitute.


Ding Qingfen, 55, of Hoffman Street in Torrington, was charged with prostitution.


On Monday, Torrington police, the Torrington fire marshal, the state Department of Labor and Department of Health conducted random inspections at two massage parlors in the city — Graceful Massage Spa on New Harwinton Road and Maple Massage LLC on Winsted Road.


During the inspection at Graceful Massage Spa, detectives noticed “suspicious activity involving a male patrol and the spa owner,” police said. An investigation led to the arrests of Phillips and Qingfen.


The two were given a summons on scene and released on a promise to appear in court on May 28.


Police said the DOL and DOH found violations at both massage parlors that may result in fines.
