Economically inactive includes retired pensioners, sick and disabled, unemployed, and the idle rich who don't have to work. It might also include hundreds of Lords and the like. Perhaps it also includes students in full time education. The population has rocketed and people are living longer and longer. And it's a worldwide phenomenon, not just a UK problem.
