I am actually 10min away from that spa (and anther one called Lilac).I always wanna go and check it out, but for some reason I think I mightbe too young to get in there. Is there an age-limit to get in those spa?

I'm not sure, I've never seen Toy @ VIP, but this Toy was pretty skinny as well, so it might be.

Don't worry man, I'm 23 and I've been doing this for 5 years now, and in my experience, as long as you have the cash and show that you have experience in spas before, they probably won't care.
